Tens of thousands of civilians have been killed in Israel’s systematic attacks against Palestinians in Gaza since October 2023.
As the world watches in horror, Echoes of Gaza serves as a digital archive, preserving the documentation of human rights violations gathered by researchers, journalists, and digital evidence teams. This open-source record exists to ensure that evidence of war crimes - such as the deliberate pulverization of civilian infrastructure and mass civilian casualties - cannot be rewritten or minimized.
Alongside members of the Palestinian and Jewish communities globally, human rights advocates are campaigning for the enforcement of ceasefires, the protection of civilians, and international accountability. At this moment of unprecedented humanitarian catastrophe, the actions and advocacy of the international community are critical.
It is because of everyday people standing up for human rights that governments around the world have taken initial steps - from voting at the UN to adjusting trade and aid policies. There is much more to do. This toolkit provides the resources to leverage our archive for direct action.
What needs to be done?
As a historical archive, Echoes of Gaza preserves the evidence necessary for accountability. Based on this documented reality, we support the calls of international human rights organizations urging governments worldwide to:
Uphold international law
Publicly and unequivocally call on Israel to adhere to IHL and IHRL.
Push for Israel’s compliance with the ICJ orders, including measures to prevent genocide and occupation.
Support accountability
Back all international investigations, including by the ICC.
Call on the UN Security Council to impose targeted sanctions on officials responsible for war crimes.
Suspend arms transfers
Suspend all direct or indirect arms transfers to Israel.
End all military cooperation and assistance until compliance with international law is verified.
Ensure aid & protection
Demand immediate, sustained and unhindered delivery of humanitarian aid to Gaza.
Support medical evacuations and ensure safe access for humanitarian workers.
Ban settlement trade
Impose a comprehensive ban on all trade and economic activity in illegal settlements in the Occupied Palestinian Territory.
Champion lasting peace
Advocate for a political solution that ends the occupation and respects Palestinian self-determination.

Get Informed and Share Knowledge
Understand the Designations
Thanks to relentless public pressure, various governments have shifted stances - reinstating UNRWA funding and calling for ceasefires. But it is not enough. Many governments have not acknowledged the severity of the situation, stopped arms transfers, or held violators accountable to international law.
"International human rights organizations, UN experts, and legal scholars have concluded that Israel is committing acts of genocide against Palestinians in Gaza. This includes: killing civilians in large numbers, causing serious physical and mental harm, and deliberately inflicting conditions of life calculated to bring about the destruction of the population."
Under international law, all governments have a duty to prevent genocide. Governments must no longer enable impunity. Business as usual is not an option.

To be effective advocates, it’s crucial to educate ourselves. While we provide resources from other organizations, note that Echoes of Gaza may not endorse everything shared on these platforms.
As the people of Gaza endure relentless bombardment, starvation, and mass displacement, it is critical we apply pressure on elected officials and international bodies. Equally vital is the preservation of evidence.

Subject: Request for Supply Chain Review and Human Rights Compliance
Dear [Leadership/HR Name],
I am writing to formally request that [Company Name] review its vendor and supply chain relationships to ensure we are not financially complicit in documented human rights violations.
As the crisis in Gaza has escalated into what international legal experts and the UN have identified as plausible genocide, corporations hold a responsibility under the UN Guiding Principles on Business and Human Rights to conduct strict due diligence.
I urge leadership to establish a clear, transparent policy regarding our financial investments and partnerships. I would appreciate a meeting to discuss how [Company Name] plans to address this institutional responsibility.
Sincerely, [Your Name]
Academic Divestment: Email / Letter

Subject: Call for Endowment Transparency and Divestment
Dear [Title and Name],
As a [student/alumnus/faculty member], I am formally requesting full transparency regarding the university's endowment investments, specifically concerning corporations complicit in the military occupation and ongoing attacks on civilian infrastructure in Gaza.
Academic institutions have a historic and moral duty to stand against documented war crimes. I urge the Board of Trustees to commit to a comprehensive divestment strategy.
Furthermore, I request clear, documented protections for students and faculty exercising their right to protest and document these violations on campus, free from administrative retaliation.
Respectfully, [Your Name]
Navigating Skepticism: Talking Points
Target: Skeptical Family Members, Community Forums
Core Principles for the Conversation:
Redefine Success: "Acknowledge that completely changing someone's mind is often ambiguous. Getting them to understand your vantage point - and understanding theirs - is a more attainable baseline."
Maintain Dignity: "Keep the conversation civil and treat others with baseline decency. If they refuse to return that respect, their conduct speaks louder than their argument."
Anchor in Evidence: "I rely on documented evidence and international human rights consensus, not partisan media."
Cite the Record: "Organizations like Amnesty International, Human Rights Watch, and the UN have extensively documented the systemic attacks on civilian infrastructure and the obstruction of aid."
Reject False Neutrality: "We can disagree on political solutions, but the archival record of mass civilian casualties is verified and factual. It cannot be minimized."
Focus on the Law: "This isn't just about my personal feelings; the International Court of Justice has identified a plausible risk of genocide. International law requires accountability."

The Encountered Claim
"This is a targeted operation focused strictly on combatants, utilizing precision strikes."
Strategic Guidance
Do not engage in emotional debate. Neutralize the claim by deploying the military's own internal data. Keep the tone factual, public, and undeniable.

Revealed: Israeli military’s own data indicates civilian death rate of 83% in Gaza war. (The Guardian)
You claim this is a targeted operation, but the Israeli military’s own data reveals an 83% civilian death rate. This is a documented war against non-combatants. The factual record contradicts your statement. https://www.theguardian.com/world/ng-interactive/2025/aug/21/revealed-israeli-militarys-own-data-indicates-civilian-death-rate-of-83-in-gaza-war
Short Email Template
Dear [Name], your recent statement ignores the factual record. According to independent analysis of the Israeli military's own data, the civilian death rate is 83%. We demand you acknowledge this reality and call for an arms embargo immediately. The Encountered Claim
"Israel is abiding by the ceasefire agreement and de-escalating."
Strategic Guidance
Staffers are trained to deflect. Cut through the talking points by citing immediate, verified reports of ongoing casualties post-ceasefire. Demand immediate public condemnation.

Officials say 260 Palestinians killed since ceasefire, overall toll nears 70,000. (Middle East Eye)
Hi, my name is [Name] and I am a constituent. My representative recently claimed the ceasefire is holding. I am calling to correct the historical record. Verified reports confirm over 260 Palestinians have been killed since the ceasefire began. I expect [Official's Name] to publicly condemn these ongoing violations and demand enforcement of the agreement immediately.
The Encountered Claim
"We cannot trust the casualty numbers; they are unverified or inflated by Hamas."
Strategic Guidance
This is a tactic to minimize suffering. Circumvent the debate entirely by citing the occupying force's own intelligence accepting the numbers as accurate.

IDF Accepts Gaza Health Ministry Estimate of Over 70,000 Palestinians Killed During the War. (Haaretz)
When we discuss the death toll today, we are not dealing in estimates or disputed figures. The IDF itself has accepted the Health Ministry's estimate of over 70,000 Palestinians killed, as reported by Haaretz. The debate over numbers is a deliberate distraction from the reality of the slaughter. My question is: now that the occupying force has admitted the scale of this genocide, what concrete actions is this council taking to address it?
The Encountered Claim
"As an institution, we must remain strictly neutral and avoid taking sides in a complex geopolitical conflict."
Strategic Guidance
Pivot from "political conflict" to "humanitarian consensus." Emphasize that neutrality in the face of systemic harm to protected groups (like children) violates basic institutional ethics.

Save the Children: Israel Has Killed on Average a Child Every Hour for Past 23 Months.
This isn't about taking a political side; it's about basic human rights. According to Save the Children, a child has been killed every hour for the past 23 months. Our institution's commitment to ethics and human rights cannot be suspended just because applying those principles has become politically uncomfortable.
Follow-up Email Template
Following our discussion on institutional neutrality, I urge leadership to review the documented reality on the ground. When organizations like Save the Children report the unprecedented killing of youth at this scale, neutrality reads as complicity. Please see the attached documentation.
The Encountered Claim
"The growing humanitarian crisis and starvation are unfortunate byproducts of urban warfare."
Strategic Guidance
Challenge the passive voice. Starvation is not a byproduct; it is a policy. Use logistical facts regarding aid blockage to prove deliberate intent.

Israel allows only 1/3 of aid trucks into Gaza under ceasefire deal, authorities say. (Middle East Monitor)
Describing the starvation in Gaza as an 'unfortunate byproduct' ignores the factual record of deliberate obstruction. Authorities confirm that Israel is allowing only one-third of agreed-upon aid trucks to enter, even under ceasefire conditions. This is not an accident of urban warfare; it is a systematic policy of deprivation. The media must report on this intentionally engineered blockade accurately.
The Encountered Claim
"All actions taken are standard self-defense protocols against militants."
Strategic Guidance
Counter broad "self-defense" claims with specific, verified accounts of the deliberate targeting of strictly protected individuals, such as young children and medical personnel.

‘Not a normal war’: doctors say children have been targeted by Israeli snipers in Gaza. (The Guardian)
Standard self-defense protocols do not include the deliberate targeting of youth. International medical volunteers and doctors on the ground have reported children arriving at hospitals with targeted sniper wounds. This is a documented war crime against non-combatants, not an act of self-defense. The record speaks for itself.
